Context:

Under the overall supervision of the Deputy Chief of Mission and direct supervision of the Programme Coordinator of IOM Libya’s Displacement Tracking Matrix (DTM), the incumbent will be responsible for the responsibilities listed below.

In particular, s/he will:

  • Regularly compile, prepare and present DTM reports detailing the findings on the IDPs and returnees in Libya;
  • Lead the roll-out of the DTM Return Index in Libya;
  • Ensure the provision of timely, accurate and adequate information sharing to all relevant stakeholders regarding IDP, returnee and migrant movements, new displacements, conditions in return/relocation areas and paying special attention to the situation of vulnerable groups like children, the elderly and disabled;
  • Support with quantitative analysis relating to Libya’s current humanitarian and displacement situation;
  • Support the Information Management Officer to ensure the dissemination of available information and the adaption as necessary of information management tools to meet IOM’s, partners’ and other humanitarian actors’ needs;
  • Support the organization of appropriate trainings and workshops with Implementing Partners on issues related to DTM;
  • Participate in travel and/or meetings as required, including organising meetings, note taking, reporting on outcomes and following up on actions.
  • Perform any other duty assigned by the DTM Programme Coordinator or Deputy Chief of Mission.

  • Number and quality of briefing notes and external updates drafted (target: 18)
  • Number and quality of DTM displacement reports drafted (target: 3)
  • Successful roll-out of DTM Return Index (target: yes)

  • Analyze & DTM displacement & migration datasets for HNO and prepare indicators required by external partners

By the end of 4th month:

  • Draft at least 3 briefing notes and external updates
  • Draft DTM IDP Round Report
  • Complete roll-out of DTM Return Index reporting

By the end of 5th month:

  • Draft at least 3 briefing notes and external updates
  • Analyze & DTM datasets for regular round reporting

By the end of 6th month:

  • Draft at least 3 briefing notes and external updates
  • Draft DTM IDP Round Report

Required Qualifications and Experience

  • Advanced degree from an accredited academic institution in a field of study related to migration or other relevant field (e.g. statistics, mathematics, humanitarian affairs, development studies, international relations or a related field).
  • Working experience on border management and/or Search and Rescue in the Desert, both thematic and Operational, is an asset.
  • Prior work experience with data driven reporting
  • Prior work experience with an international organization and/or providing technical assistance to national authorities and civil servants is an asset;
  • Strong and demonstrable interest in humanitarian issues;
  • Good understanding of gender and issues around gender-based violence;
  • Excellent writing, communication, negotiation and analytical skills;
  • Ability to prepare clear and concise reports;
  • Excellent ability to prioritize tasks and strong organizational skills;
  • Good level of computer literacy.

  • Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
