Strengthening Resilience in Libya: IOM and Austria’s Partnership in Disaster Response and Recovery

Tripoli, 30 January– The International Organization for Migration (IOM) in Libya, with critical support from Austria over the past year, has made significant strides in strengthening disaster response and recovery efforts across the country. The Austrian Ambassador to Libya, S.E Barbara Grosse, and her team recently visited the IOM’s Migrant Response Center in Tripoli, reaffirming the solid partnership dedicated to addressing the needs of the most vulnerable. Through data-driven humanitarian action and socio-economic recovery interventions, IOM is bolstering resilience among disaster-affected, displaced, and vulnerable populations—addressing urgent needs while laying the groundwork for sustainable recovery.

Storm Daniel, which struck northeastern Libya on 9 September 2023, caused unprecedented devastation, exacerbating existing vulnerabilities in the area.  The common recurrence of seasonal floods is a stark example of the impact of climate change in Libya. Flooding is not confined to a single region but is symptomatic of a broader reality—characterized by increased exposure to changing weather patterns. IOM is working with partners from the Government of Libya, UN agencies and the local and international community to enhance data-driven responses to displacement and climate change, strengthening disaster preparedness and response capacities, and building community resilience.

“Thanks to Austria, IOM is integrating climate resilience into its programming by enhancing community preparedness" said Nicoletta Giordano, IOM Libya Chief of Mission. “IOM is committed to ensuring that recovery efforts do not exacerbate vulnerabilities but rather contribute to social cohesion and long-term stability.”

Through this collaboration, IOM has rehabilitated damaged water infrastructure, including wells, water treatment plants, and sanitation systems, restoring essential services for affected populations. To further strengthen response efforts, IOM has supported first responders through capacity-building initiatives, equipment provision, and flood awareness training. Moreover, IOM has provided critical emergency and recovery assistance—including health services, non-food items, and cash-based interventions—in response to the recent floods in Sabha, Ghat, and Tobruk.

While significant progress has been made, ongoing support remains crucial to ensuring that displaced populations, disaster-affected communities, and vulnerable groups in Libya receive the assistance they need. IOM remains committed to working alongside Libyan authorities, international partners, and local communities to build a more resilient and prepared Libya.
